Master Plans


The five growth management plans that make up Ottawa 20/20—the Official Plan, Human Services Plan, Arts and Heritage Plan, Economic Strategy and Environmental Strategy—focus on the strategic directions that guide City staff and Council as they balance competing priorities. Each growth management plan is supported by a series of detailed supporting plans that provide specific policies and programs.

Beyond Ottawa 20/20 picked up from the 2003 initiative with a review of the Official Plan—which must be reviewed every five years as mandated by the Ontario Planning Act. The Transportation Master Plan and the Infrastructure Master Plan, which are supporting plans, have been reviewed at the same time.

City Council carried the Transportation Master Plan (TMP) on consent, with two dissents on November 28, 2008. This momentous decision sets in motion the steps for achieving an integrated, citywide transit solution that addresses congestion from the core-out with a downtown tunnel and better serves communities across Ottawa. The TMP includes the approved Rapid Transit Network, a schedule for implementation of the transit projects, as well as road projects, pedestrian policies and cycling plans.
