East Urban Community - Mer Bleue Community Design Plan and Environmental Assessment

Notice of Study Commencement

An Official Plan Amendment was adopted by City Council on September 14, 2005 to change the land use designation for an area of approximately 160 hectares located south of the Hydro Corridor, east of Mer Bleue Road, west of Tenth Line Road and north of the urban boundary. The approved Official Plan Amendment redesignates the lands from Employment Area to General Urban Area and Mixed Use Centre. As a result of this change, a Community Design Plan is being prepared to guide the future development of the lands.

The Mer Bleue Community Design Plan has been initiated by the City of Ottawa and is being developed with the support of consultants retained by the Owners. The plan will guide future development in this area. The plan will involve the development of a mixed-use community with approximately 3,000 residential units and 4,700 jobs. The Community Design Plan will define land uses, including residential densities and employment, servicing, parks and roads. The Community Design Plan is being completed in accordance with the requirements of the Municipal Class Environmental Assessment process which is an approved process under the Environmental Assessment Act. The Environmental Assessment Act and Planning Act processes are being integrated and coordinated in accordance with the Municipal Class Environmental Assessment process.

In 2005/06 the City of Ottawa will be commencing a study in accordance with the Municipal Class Environmental Assessment process for the widening of Mer Bleue Road between Innes Road and Navan Road, as well as for the widening of 10th Line Road between Innes Road and the Urban Boundary. Notice will be given in accordance with the Municipal Class Environmental Assessment process as these studies progress.
