Building Code Inspections

The review of plans, drawings and specifications is undertaken to verify that the proposed construction will meet the requirements set out in the Building Code and all applicable laws upon completion. Inspections at key stages of construction are undertaken to verify whether the actual construction has proceeded as planned and in accordance with the Ontario Building Code.

Required Inspections

Inspections are required during the construction of your project to ensure that all work is done in compliance with the permit plans and the Building Code. Inspection stages are outlined in a summary document called "Notice to Permit Holder" provided to you at the time the permit is issued.

It is the responsibility of the homeowner to ensure that they or their contractor contact the City to request an inspection at the readiness for an inspection or upon the substantial completion of a stage of construction as set out in the Ontario Building Code (see below). Please call your Building Official (their name and telephone number will be identified on your building permit) to request a building inspection appointment. You must provide the Building Official two (2) days notice of your readiness or of the substantial completion of the stage of construction.

For most projects, one or more of the inspection stages listed below will apply:

Inspection

Description

Lateral Inspection

Prior to backfill of sanitary and storm sewers and water service.

 

Your Building Official does not perform the lateral sewers and water service inspections.

Excavation Inspection

Required prior to placement of concrete footings. A supplementary geotechnical soils report confirming soil-bearing capacity must be submitted to the Building Official for all new dwelling units.

Plumbing - Underground Inspection

Required prior to covering underground plumbing. (Test required - direct to where available)

Foundation Inspection

Required prior to backfill of foundation

Plumbing - Rough-In Inspection

Required at completion of plumbing rough-in, which includes drains, waste, vent and water piping system. (Test Required - direct to where available)

Framing and Mechanical Rough-In Inspection

Required at completion of structural framing, stairs, including components of fire separation and fire stopping. Completion of rough-in for electrical system, fireplace, ductwork for heating, ventilation and air conditioning.
Exterior of building must be weather proofed.
A copy of the as-built survey plan should be provided to the Building Official at this stage.

Insulation/Vapour Barrier Inspection

Required at completion of insulation, air barrier and vapour barrier installation.

Plumbing - Final Inspection

Required at completion of plumbing system, fixtures and appliances. (Test required)

Occupancy Inspection

A person may occupy a dwelling that has not been fully completed provided an Occupancy Permit for a partially completed building has been issued by the Building Official. To be eligible there must be no outstanding Building Code Orders and certain building components and systems must be complete and inspected under Articles 2.4.3.1. or 2.4.3.2.

Final Inspection

Required at completion of the building. Final Occupancy Permit for a fully completed building will be issued by the Building Official.

Booking Inspections

The permit holder is responsible for ensuring that required inspections are scheduled and completed prior to covering or continuing construction beyond specific stages. Inspections can be booked by contacting the assigned inspector identified on the building permit.

To schedule an inspection, leave a telephone message identifying:

  • Your name
  • Your return phone number
  • The address of the construction project
  • The permit number
  • The inspection required
  • Date the inspection must be provided to ensure there are no delays in scheduling inspections

Although specific appointments cannot be booked due to seasonal fluctuations in activity, etc., the Building Official will attempt to accommodate your request. Inspections booked prior to the close of the business day can usually be scheduled for the following business day. During times of peak inspection activity, advance notice of up to 48 hours may be necessary to schedule inspections.

To cancel a scheduled inspection, avoid incurring additional costs by contacting the assigned Building Official (Inspector) as soon as possible. You may leave a telephone message providing the same information as above.

Fencing Construction Sites

Construction that occurs adjacent to pedestrian walkways, with close proximity to occupied buildings, and areas close to schools, parks, recreational or other public facilities must be fenced or hoarded to prevent access. Prior to commencing construction, contact the assigned inspector for specific requirements or to review the requirements set out in the Building By-law.
