East Urban Community CDP For The Phase 2 Area

The Community Design Plan will provide an overall land use and urban design plan for the area that will guide future development and redevelopment. It will establish the mix, density, built form and location of various dwelling types and supporting land uses such as schools, community facilities, and other institutions and businesses. It will also determine areas to be used as parks and areas set aside as natural and open spaces or other greenspaces. In addition, the plan will establish the key features of the multi-modal transportation system including various pedestrian and cycling connections, transit services, and the general road network. Water, waste water and storm water management requirements will be integrated into the planning process. Implementation and phasing measures will be proposed.

Phase 1 Area

In the summer of 2005 a Community Design Plan (CDP) for the Phase 1 area of the EUC was completed.

The CDP is the Council approved guide to the long-term growth and development of the EUC. The CDP provides guidelines for the day-to-day decision-making on land use planning and sets out the community's priorities for the future. A pdf of the CDP is available.

Phase 2 Area

A CDP for the Phase 2 area was initiated in late 2005 but put on hold while the study of the 500 m buffer area around the WSI landfill site was being completed. While the buffer study is complete, the need for a Master Servicing Update was identified; this study is currently being undertaken. The CDP will recommence once the Master Servicing Update is complete and has been coordinated with the findings of the Environmental Management Plan.

The CDP for the Phase 2 area will be similar in content to the CDP for the Phase 1 area. It will identify the general land use pattern, the location of arterial and collector roads, the servicing requirements and design principles for the area.

The Phase 2 CDP area can be generally described as the area bounded by Mer Bleue Road to the east, a former Canadian Pacific Railway line to the south and Renaud Road to the north. The west boundary follows the WSI property line and the line established by the future collector road.

The CDP for the Phase 2 area builds on the Phase 1 work and will:

  • Reconfirm institutional needs identified through the Phase 1 CDP (e.g. school sites) and identify the locations for these uses
  • Identify the location of the future Major District Park and other park sites
  • Update the terrestrial and aquatic information for the Phase 2 area
  • Include an environmental / storm water management plan which will identify the preferred location for the stormwater management facility in Phase 2
  • Create a Demonstration Plan which illustrates residential density, locations of parks, green spaces, natural areas, institutional sites and other land uses and also illustrates a local road network and pathway system.
  • Include urban design guidelines for areas / conditions not addressed in the Phase 1 CDP
