Biosolids Management Technology Assessment Report – Public Comments

Biosolids are a soil-like by-product of wastewater treatment. The City’s wastewater treatment plant, the Robert O. Pickard Environmental Centre (ROPEC), currently produces approximately 42,000 metric tonnes of biosolids per year. This is expected to approach 49,000 t/y upon full commissioning of the two new digesters at the plant.

At present, the City composts a portion of the biosolids for use as a soil amendment, and applies the remainder to agricultural land. In 2006, Council approved an update to the City’s Biosolids Management Plan, which directed that the following treatment and disposal technologies be investigated for potential implementation:

  • Land application with storage;
  • Heat drying;
  • Lime stabilization;
  • Incineration;
  • Energy from waste;
  • Composting;
  • Co-composting with municipal solid waste organics;
  • Conversion of the existing digesters to either Auto-heated Thermophilic Aerobic Digestion (ATAD) or Two-phase Anaerobic Digestion (TPAD).

The Biosolids Management Technology Assessment Report is now complete and available for public comment. Depending upon Council’s decisions regarding this report, an Environmental Study Report, may be required under the Municipal Class Environmental Assessment process.

A report to Council will be tabled on this subject following review of public comments and finalization of the Assessment Report early in 2009.
